Oracle Access Manager 11g R2PS3 (OAM 11.1.2.3): ERR_TOO_MANY_REDIRECTS For Only Protected Resource and Only On Chrome Browser

Symptoms
After applying patch 11.1.2.3.180116 (BP13) no multiple redirection occurs on first landing (unprotected) page https://<APP_HOSTNAME>:<PORT>,
but we are facing multiple redirection issue with "protected resources"
When they open Login Page they got OAMAuthnCookie_<FQDN:PORT> Cookie and when clicked on Login it generates
"OAMRequestContext_<APP_HOSTNAME>:<PORT>_xxxxxx" Cookie.
But when we login with username/password all cookies flushed away and page get redirected many times
and eventually got "Too many redirection" page.
Comparing login flow in different browsers flow is similar in Chrome and Mozilla, but in Chrome case,
after specific step it go in loop with repeating
GET https://<OAM_HOSTNAME>:<OAM_PORT>/oam/server/obrareq.cgi?encquery%...
HTTP/1.1 302 Location: https://<APP_HOSTNAME>:<PORT>/obrar.cgi?encreply...
GET https://<APP_HOSTNAME>:<PORT>/obrar.cgi?encreply=....
HTTP/1.1 302 Found Location: /pages/home.html
> then again GET https://<OAM_HOSTNAME>:<OAM_PORT>/oam/server/obrareq.cgi?encquery
Changes
The issue appear with last Chrome version. Client tried to downgrade the Chrome version, but the issue persist.
Also for login is used a custom login page.
