Unable to Send JMS Message from Weblogic 22.214.171.124 to a Foreign JMS Server Running on 126.96.36.199

Information in this document applies to any platform.
Local Weblogic server is running 22.214.171.124 and is configured to forward message to a foreign JMS server that is running 126.96.36.199. The local weblogic has the foreign server defined with correct JNDI connection URL and foreign connection factory and destination. However, when sending message to the local Weblogic server running 188.8.131.52 to forward to the remote weblogic server running 184.108.40.206, the following error occurs:
NOTE that this error happens when:
1) The local weblogic is running 220.127.116.11 and the remote Weblogic server is running 18.104.22.168
2) Distributed Destination (DD) is used on the remote Weblogic server running 22.214.171.124
If local weblogic is 126.96.36.199 and remote weblogic is also on 188.8.131.52, there is no problem.
Or if local weblogic is 184.108.40.206 and remote is also 220.127.116.11, there is no problem.
Or if Regular queue is used for the destination on the remote server (18.104.22.168), there is also no problem.
