Unable to Send JMS Message from WebLogic 12.2.1.3 to a Foreign JMS Server Running on 12.2.1.2 (Doc ID 2391796.1)

Symptoms

Local WebLogic server is running 12.2.1.3 and is configured to forward message to a foreign JMS server that is running 12.2.1.2. The local WebLogic has the foreign server defined with correct JNDI connection URL and foreign connection factory and destination. However, when sending message to the local WebLogic server running 12.2.1.3 to forward to the remote WebLogic server running 12.2.1.2, the following error occurs:

NOTE that this error happens when:

1) The local WebLogic is running 12.2.1.3 and the remote WebLogic server is running 12.2.1.2
2) Distributed Destination (DD) is used on the remote WebLogic server running 12.2.1.2

If local WebLogic is 12.2.1.3 and remote WebLogic is also on 12.2.1.3, there is no problem.
Or if local WebLogic  is 12.2.1.2 and remote is also 12.2.1.2, there is no problem.
Or if Regular queue is used for the destination on the remote server (12.2.1.2), there is also no problem.
