On : 11.1.1.9.0 version, Content Server

When attempting to start WCC Managed Server the following error occurs:


The issue can be reproduced at will with the following steps:
1. Start WCC Managed Server
2. Observe error

The issue has the following business impact:
Due to this issue, the warnings appear in logging.
