Unable to Get Information about Patches Applied (Doc ID 2393789.1)

Symptoms

On Weblogic Server version 12.2.1.3. It expects to get applied patch information by following documentation at Obtaining a List of Applied Patches. But it gets failed by any of the three ways.

After add -Dweblogic.log.DisplayPatchInfo=true JVM option in the command line. stdout shows:
