Unable To Start Webcenter Portal AdminServer After 12.2.1.3 Installation

Symptoms
After installing WebCenter Portal 12.2.1.3.0 on a new AIX machine, when trying to start the AdminServer it fails with the following error:
weblogic.security.service.SecurityServiceException: java.lang.ExceptionInInitializerError
