WFR WebVerifier Doesn't Display Multiple Identical Values in the Custom Pulldown List (Doc ID 2394564.1)

Symptoms

In a test environment, when a WebCenter Forms Recognition (WFR) WebVerifier custom pulldown list is opened, only one value appears in the list.  The database query that populates the list is working properly. The custom pulldown also works properly when viewed in the WFR Designer Verifier Test Mode in a different environment.
