ACTUAL BEHAVIOR

When Using Item Level Security on Sub Folders the Security Settings are overwritten when security is changed on a Parent folder.
Sub Folders are set to not inherit Parent Folder Permissions.

WebCenter portal is configured with WebCenter Content with Framework Folders.

Steps to Reproduce:

1. Create a Parent Folder and set custom security.
   
   
2. Create a Sub Folder under the Parent folder and set different custom security.
   
   
3. Change the custom security on the Parent folder.
   
   
4. Check the security on the Sub Folder.
   Here you will see the custom security of the Sub Folder was overwritten by the parent folder security.
