Some LDAP Groups Cannot Be Seen From Enterprise Manager But Are Visible From WebLogic Server

When searching for certain LDAP groups in Enterprise Manager, those groups are not shown and the below error message is raised in emoms.log. These same groups can be seen from WebLogic Server Admin Console - security realms.
When searching messages relating to "Failed to get WLS groups" error grouping by ECID, the below warning can also be found:
Host IP Address <IP_Address>
Thread ID [ACTIVE]. <TID>
Message Could not find MBean operation "findDefaultRealm()" for MBean registered under "com.oracle.jps:type=JpsApplicationPolicyStore" and implemented by "class oracle.security.jps.mas.mgmt.jmx.policy.JpsApplicationPolicyStoreImpl"
