BPM Clustered Domain Created With WLST Fails To Start (Doc ID 2399365.1)

Symptoms

BPM clustered domain (Admin Server + 2 BPM Servers + 1 BAM Server) created with WLST scripts. WLST is used for automation purposes (no configuration wizard).
The domain is created successfully and the admin server starts successfully.

The managed servers (part of the cluster) fail to start.

Node manager is not used to start the servers (and there is a requirement to not be used)
Automatic service migration was not enable or configured in the wlst scripts.
