OBIEE 12.2.1.4 Upgrade Readiness Check Fails - "UPG-OHS-00007: The OHS version 12.2.1.3.0 is not supported for upgrade" (Doc ID 2399484.1)

Symptoms

OBIEE 12.2.1.4 was installed and the Upgrade Readiness Check was pointed to an existing Fusion Middleware Infrastructure 12.2.1.3 with collocated Oracle HTTP server (OHS) 12.2.1.3.

The Upgrade Readiness Check fails for OHS with the following message:

UPG-OHS-00007: The OHS version 12.2.1.3.0 is not supported for upgrade.
Cause: This OHS Upgrade Assistant plugin supports upgrade only from OHS 11.1.1.6.0 onwards.
Action: Upgrade to a minimum supported version(11.1.1.6.0) and then try to upgrade henceforth.
