Symptoms

While upgrading standalone Oracle HTTP Server from 12.2.1.0.0 to 12.2.1.3.0, it fails while "Reading Domain" of Reconfiguration step with the error:
"UPGWLS-03501: Unexpected exception occurred during the domain upgrade"
