Forms12c: Automatic Skip Does Not Move Cursor To Next Navigable Item

Symptoms
The automatic skip property(= Yes) on items is supposed to force navigation to the next navigable item when the item is fully populated.
However, it appears that the navigation cursor will not go to the next navigable item if set "FORMS_ROWLOCK_OPTIMIZATION=FALSE" on env file.
Steps:
1. Input characters value of Maximum Length
2. The cursor navigates unintended items (e.g. item "C")
In this case, should be navigate to item "B"
