OAM 11g Test Connection For OID 12c Identity Store Fails

Using OAM 22.214.171.124.0:
Unable to create Test Connection to the 12c OID identity store from OAM 11g after migrated a set of users from OID 10g to a new OID 12c.
These users can all successfully ldapbind to OID 12c but the OAM interface fails to make connection.
