Pending Certifications Not Displaying Completed Certifications (Doc ID 2400640.1)

In OIM 12c the Pending Certifications section does not display completed certifications.

For example in Pending Certifications a reviewer got assigned a certification

The reviewer completes the certification

The reviewer then goes back to the pending certifications and filter by completed and nothing is displayed

The issue only reproduces on OIM 12c, not in previous releases.
