Oracle HTTP Server Fails to Start with "libc.so.1: open failed: No such file or directory" After a Fresh Install on Solaris 11

Symptoms
After a fresh installation of OHS 12C standalone and trying to start OHS, it fails with the below error.

Changes
During the installation of the OHS, the installer had complained about not able to find the make utility.
"Unable to find make utility in location: /usr/ccs/bin/make"
But the error was ignored and proceeded ahead
