WFR LineItem's "Description" Column Fails to Import into BPEL/EBS Due to Multi-Byte Characters Existing in the Description (Doc ID 2404454.1)

Symptoms

There have been new languages enabled for use within the OCR section of the AP project which contain non-English multi-byte characters (e.g. French).  There is a customization within the AP project that calculates the length of the lineItem field's "Description" column to 240 characters.  This appears to be working correctly in WFR, but when the XML file is to be consumed by BPEL/EBS, it fails because it is limiting the Description based on bytes and not based on characters.  So a Description containing multi-byte characters at a length of 240 is considered invalid.
