WCC 11119 JavaScript Is Disabled In WCC Console After Applying Patch 27160749

Goal
On : 11.1.1.9.0 version, Content Server
In Oracle WebCenter Content (WCC) 11.1.1.9 environment, JavaScript is disabled in WCC Console after applying Patch 27160749
You will see the this message when opening the log-file frame (Administration / Log Files / Content Server Logs):
"You currently have JavaScript disabled for this web site.
You must enable scripting in your browser for the content server to function properly."
Also the JavaScript features as "Detail" button do not work.
Issue occurs after applying Patch 27160749 WCC Bundle Patch 11.1.1.9.171023.
This can be rechecked and rolled back to Patch 26781599 WCC Bundle Patch 11.1.1.9.170925. JavaScript works as expected and no Message about JavaScript in the panel.
After re-applying Patch 27160749, the error occur again.
This occurs with IE11, Firefox and Chrome.
Nothing has been changed in the Internet Explorer environments.
How to activate Javascript again?
