How to download latest bundle patch for 12.1.3 which is protected by password ? (Doc ID 2409083.1)

Goal

When trying to download the latest bundle patch for 12.1.3, it asks for a password : Patch 27107280 : 12.1.3 Bundle Patch 180417
However, user is able to download all the previous old patches without any issues e.g. Patch 26581895 : 12.1.3 Bundle Patch 171017
