SCIM API Pagination Record Count Issue (Doc ID 2411291.1)

Symptoms

Ran a query that should return over 3,000 results, and a used an itemsPerPage setting of 10. The results got back had totalResults value of 10 instead of 3,300. If one change the itemsPerPage value, the totalResults always matches that value, not the expected value of 3,300. This contradicts the SCIM RFC specification.
