OSB server does not start when one of the RAC DB server was down (Doc ID 2412767.1)

Symptoms

We have set up the GridLink data source for the RAC DB configured with 2 machines by using Configuration Wizard.
In the setting of the data source, 2 SCAN Service Listeners on each machines are set up, and one of them is referred to.

However, after shutting down one RAC DB machine, restarting the OSB server did not start up.   And the following message was seen in the standard output.
