Oracle Access Manager(OAM) 11g Federated Service - OAM_REQ_ID_* Cookie is Never Invalidated

It is set to "Expire: Session", but its not removed after the login flow is completed or when logged out
If logged out and logged in repeatedly, will soon face the OHS max header size and this error will be thrown:
