"ODI-14155: Context code is not unique" and "StringIndexOutOfBoundException" Encountered When Initializing ODI 12c Deployment Repository for an Execution Repository (Doc ID 2417702.1)

Symptoms

In Oracle Data Integrator (ODI), when attempting to Initialize Deployment Repository using EXEC archive, the following error occurs:

ODI-11013: Error while applying the Deployment Archive
ODI-11002: Error occurred while importing Objects
ODI-11002: Error occurred while importing Objects
ODI-14155: Context code is not unique.

Subsequently, the error will change to:

ODI-11013: Error while applying the Deployment Archive
ODI-11002: Error occurred while importing Objects
ODI-11002: Error occurred while importing Objects
java.lang.StringIndexOutOfBoundsException

The issue can be reproduced at will with the following steps:

  1. On a blank Repository, in Studio go to the Deployment Archive under the Team dropdown menu, and select Initialize Deployment Repository.
  2. Select the EXEC archive.
  3. When prompted for Export Key, select Ignore.
