New UDF Fields on User Profile are not Available when Defining Membership Rules

One has created several UDF columns in the User form. The attributes are visible and store values in the database as expected. They have been designated as 'Searchable'. Now one needs to reference these UDF fields when defining membership rules for organizations but the fields do not appear as expected in the rule editor. How can we make them appear?
