OdiSAPALEServer3 Does Not Produce XML from IDoc on SAP System Upgrade to UNICODE (Doc ID 2419535.1)

Symptoms

After modifying the Oracle 11.2.0.4 database character set from WE8DEC to UTF8 for the database instance where the SAP Repositories are installed, the JCO cannot generate the iDocs anymore.

No data is transferred, and no XML file or iDocs are created. No error message is received, but the process hangs.
