OPSS - After Upgrade Unable log in to Admin Console Observing Some Libovd errors and Cannot get LDAP Identity Store properties from OPSS message (Doc ID 2419626.1)

Symptoms

After Upgrade Webcenter Domain from 11.1.1.8 to 12.2.1.3, unable to login to Imaging and Webcenter Admin Console.

Several errors were observed, the main is unable to set the host and port from Libovd
