Symptoms

In an Oracle Fusion Middleware 12c 12.2.1 environment using OPSS, unable to start the Weblogic AdminServer, showing these two exceptions:

1. java.lang.IllegalStateException: Unable to perform operation: post construct on oracle.security.jps.wls.JpsBootStrapService
2. oracle.security.jps.config.JpsConfigurationException: JPS-01531: Configuration location ./config/jps-config.xml is a directory. File name expected

 

Initial troubleshooting pointed to a potential issue with tmp directories, so these things were attempted:

- Tried removing the cache and tmp directories, but that did not help.
- Checked that the OS user has full access to the server /tmp location.

Changes

Tried setting -Djava.io.tmpdir options in the setDomainEnv.sh file.
