Oracle WebLogic Server 12c Installer Fails to Launch on Windows (Doc ID 2420101.1)

When installing WebLogic 12.2.1.3.0 on a Windows 2012 Server, it always failed as it attempts to launch the Installer.

The following command is used:

%JAVA_HOME%\bin\java -jar <path_to_directory>\fmw_12.2.1.3.0_wls.jar
