On : 12.1.0.2.0 version, Thin JDBC driver

Performance Issue With JDBC Query: 'SELECT ELEM_TYPE_NAME, ELEM_TYPE_OWNER FROM USER_COLL_TYPES WHERE TYPE_NAME IN (SELECT TABLE_NAME FROM ALL_SYNONYMS...' On Top Of Fusion Middleware 12.2.1.2.0 which uses JDBC 12.1.0.2.0.

Due to this issue, the database performance is very low.
