Oracle Access Manger 11g (OAM 11.1.2.3.x) Impconsent.jsp Page ss Downloaded when Accessed Through a Detached Credential Collector (DCC) WebGate

DCC Webgate configured as per documentation 23.5.4 Supporting Federation Flows With DCC
When accessing file "impconsent.jsp" through this DCC Webgate (https://dcchost:port/oam/pages/impconsent.jsp), the page is downloaded instead of being displayed in the browser.
This happens with most pages in /oam/pages/ folder but some do load fine, like for example /oam/pages/login.jsp.
When accessing the same page through a regular Webgate (not a DCC) (https://<webgatehost>:<port>/oam/pages/impconsent.jsp) the page is loaded fine as well all other pages.
