Performance Slowness in Human Capital Management (HCM) Data Loader (HDL) File Upload - Error in WebCenter Content (WCC) Log: EOF After Reading Only (Doc ID 2423696.1)

Performance issue -  slow when uploading 10 MB .zip file in a particular POD instance.  10mb file upload taking 15-60 minutes (normal is 2-5 minutes).

Error found in WCC server logs - 

>requestaudit IdcServer-335 CHECKIN_NEW [dDocTitle=DOCTITLE][dUser=USERNAME][dSecurityGroup=FAFusionImportExport][StatusCode=-1][StatusMessage=The content item was not successfully checked in. Client terminated the upload of file 'DOCUMENT'. EOF after reading only: '4570933' of: '9556513' promised bytes, out of which at least: '842' were already buffered.
