FMW 11.1.1.9: OPMN Consumes Very High CPU Usage and Generates a lot of "checking receive queue" Debug Messages (Doc ID 2423833.1)

Symptoms

After starting up OPMN and managed components, the OPMN process may consume very high CPU usage.

There were a lot of "checking receive queue" messages appear in the INSTANCE_HOME/diagnostics/logs/OPMN/opmn/opmn.log if setting log level to debug:

The issue may happen in various system components in Oracle Fusion Middleware 11.1.1.9, e.g. Oracle HTTP Server (OHS), Oracle Internet Directory (OID), Oracle Virtual Directory (OVD) and Business Intelligence Suite Enterprise Edition (BIEE).

Changes

The issue may happen during running OPMN without special operations.
