OUD / EUS - Error When Trying to add Enterprise Roles to a New User: "EUSException: There is no enterprise role with the specific name" (Doc ID 2425134.1)

Symptoms

On the following components:

Oracle OUD: 12.2.0.3
Java: 1.8
EM: 13.2.3
Weblogic: 12.1.3
Oracle DB: 12.1.0.2

EUSException: There is no enterprise role with the specific name

In Enterprise Manager ->>Target >> security >> EUS >> Manage Enterprise Users > Select a user


When try to add Enterprise roles to a new user, we receive the following message:

The issue can be reproduced at will with the following steps:
1. try to add Enterprise roles to a new user
2. receive error message


Due to this issue, users cannot add Enterprise roles to a new user
