Changing the Status of a Space Offline/Online is Not Refreshed to Other Nodes in an HA Setup

Symptoms
ACTUAL BEHAVIOR
When changing a portal status from Online to Offline (or the other way around) on an HA setup, the portal status is not reflected in the other nodes.
Correct status is only shown on the node where the portal status was changed.
The Actions on the portals are correct on all nodes.
It is only the portal status that is not correct.
EXPECTED BEHAVIOR
Expect to see the new portal status on all nodes.
STEPS
- Connect to WebCenter Portal on host1.
http://<HOSTNAME1>:<PORT>/webcenter
- Take a portal offline on host1.
- Confirm the portal shows offline.
- Confirm the Actions for the portal match the current status of the portal.
In this case since the portal is offline, it should show the following:
Take Offline - Grayed Out
Bring Online - Enabled
- Take a portal offline on host1.
- Connect to WebCenter Portal on host2.

Note the portal shows online.

Note the actions for the Portal match the current status of the portal (real status is Offline).
The portal actions show as following which contradicts what the user is seeing as the portal shows online but it is actually Offline:
Take Offline - Grayed Out
Bring Online - Enabled -
Click "Refresh the Portals List".

Click OK to accept refreshing the Portals List.

Note the portal now shows correct status: Offline.

The actions menu also shows correct actions matching what the user is seeing in the UI:
Take Offline - Grayed Out
Bring Online - Enabled
