Unable To Setup Peers As Proxies (Doc ID 2428255.1)

Goal

Would like to setup the Proxies for Peers, but it has only Manager and Others setup.
When we select others we get only reportees of the user, however any general proxie/delegation should allow for user's manager, user's reportees, user's peers(i.e user manager's reportees).

Also tried to add admin search role for the user but it bring all the users, we just want only the reportees and the peer whenever we select Others in Proxies setup.
