WebLogic Server is not Releasing the Storage after Log Rotation (Doc ID 2429822.1)

Symptoms

On WebLogic Server 12.1.3 and 12.2.1.3 running on RedHat has been reported that intermittently the JVM process is not releasing storage after log files are deleted, even when the latest PSU April 2019 has been applied.

The lsof command shows some deleted WLS log files still occupying disk space:

Only out files are affected and finally they are removed once the WLS instance is restarted.
