OGG Newly created extract is stuck in recovery mode (Doc ID 2434196.1)

Symptoms

The extract is in recovery mode even though it's a new setup with begin now.

The Goldengate and Database are running on two different Servers. The Hub Server (The Server OGG is running on ) and the database Sever are running in the different timezone .

Hub Server is running in UTC timezone but the database server is running in Eastern Timezone.
