How to create the Resources and TokenIssuancePolicies Remotely without using Oracle Access Manager 11g (OAM 11.1.2.3.x)) Admin Console

Need to create the token issuance policies in OAM without using OAM console
Over 100 policies and do not want to use the oam console for creating each policy and assigning the protection
Need to dynamically configure Application Domain resources in support of STS. This includes the creation of an application domain, creation of TokenRP resources, and creation of application policies.
