OIG/OAM12c: Change Password Not Working Due to AuthenticationException

OIG/OAM12c integrated environment: Have a user account whose the password has expired. After changing the password in identity console, unable to login into identity console with the new password. Can only log in with an existing password which means the change password does not work.
The issue can be reproduced with the following steps:
1. Try logging as a user whose password has expired
2. Change the user password
3. Unable to login into the OIM identity console using the new password
