After Entering /console in Browser Nothing Is Displayed, Spinning Hour Glass Is Shown for 5 Minutes and Then "Deploying console app ..." Message Is Displayed (Doc ID 2437919.1)

Symptoms

Long delay after server startup before Deploying Console app" message is displayed.

AdminServer startup completes in less than 1 minute
After entering /console nothing is displayed on browser only spinning hour glass is shown.
5 minutes later the "Deploying console app ..." message displays on browser.
Restarting AdminServer a few times and same issue still reproduces.
It does not matter if using ssl or non-ssl port
