Tmp Directory is Filling Up with Massive Amounts of OHS Diag Messages (Doc ID 2439354.1)

Symptoms

The /var/tmp is filling up and there are massive amounts of diag messages for OHS, and eventually there is a  "audit backlog exceeded" and the system hangs.

The audit log records from the Operating System shows the following for errors:

The issue can be reproduced at will with the following steps:
1. The audit log files shows /var/tmp/oradiag_iam/diag and /opt/app/oracle/middleware/local/config/instances/ohs1 and are labeled as s a WEB SERVER httpd.worker
2. Filling up the /var filesystem, which causes the "audit backlog exceeded" messages and eventually the system to hang
