Error "Project.sdp cannot be opened for writing because another application is modifying the project" Occurs when Launching WFR Learn Set Manager (Doc ID 2439411.1)

Symptoms

When launching  WebCenter Forms Recognition (WFR) Learn Set Manager from the WFR Verifier client, the following error occurs:

Project C:\..........\Project.sdp cannot be opened for writing because another application is modifying the project. Changes cannot be saved.

This occurs even though the project file is closed.  However, the error does not occur when opening the project from WFR Designer or the Workdoc browser.
