Symptoms
On : 11.2.0.3.0 version, Thin JDBC driver
Connections to an Enterprise User Security (EUS) Oracle database using 11g JDBC Thin driver fail with the following error.
The OEM13c is trying to connect to the database using an Enterprise User Security Oracle Database.

The same user can connect using SQL*plus with no problems.
