ODI File Datastore 'Open' Menu Option Disabled on Logical Mapping (Doc ID 2442012.1)

Symptoms

When attempting to open a model datastore from a mapping in Oracle Data Integrator (ODI) 12.2.1.3.0, the 'Open' menu option is disabled.

The Issue can be reproduced by adding a File datastore to a mapping, and then right-clicking it on the Logical tab of the mapping. If the "Open" option is disabled in the context menu, then the issue is reproduced.
