User Gets Error "Inconsistent metadata read from stream" In Capture Log When Releasing To Commit Processor (Doc ID 2444065.1)

Symptoms

One specific user gets an error when releasing multi-document batches to the Commit Processor.  The batches are typically about 40 pages split into 20 documents.  This issue cannot be replicated with another user.  When the same user faxes in the documents, the issue does not occur.

Error from the Capture diagnostic log:

[WARNING] [] [oracle.odc.commitprocessor.CommitProcessor] [tid: [ACTIVE].ExecuteThread: '13' for queue: 'weblogic.kernel.Default (self-tuning)'] [userId: <anonymous>] [ecid: <ECID>] [APP: capture] [partition-name: DOMAIN] [tenant-name: GLOBAL] [DSID: DSID] Inconsistent metadata read from stream[[oracle.odc.exception.CommitException: Inconsistent metadata read from stream at oracle.odc.export.TIFFMultiImage.exportDocument(TIFFMultiImage.java:217)

The error "Inconsistent metadata read from stream[[oracle.odc.exception.CommitException: Inconsistent metadata" is returned by Capture when scanning documents and there is a solution in  Document 2419241.1, but it recommends the setting 'Preserve File Format' which is only available in the Import Processor. How can this be resolved in a Capture Profile?
