When an admin has multiple admin roles:

For example:

Have two admin roles A, B
And three user fields X, Y, Z

Admin role A allows modification of X and Y.
Admin role B allows modification of Y and Z.

now if a user has both admin roles (A and B), the user can only modify Y. Is this behavior by design?
