Applying One-Off Patch to Oracle HTTP Server Fails with the Error "genclntsh: Failed to link libclntsh.so.11.1" (Doc ID 2449437.1)

Symptoms

While trying to apply one-off patch to Oracle HTTP Server 11.1.1.7 on OEL/RHEL 7 ,patch application completes with the below errors:

/bin/ld: cannot find crti.o: No such file or directory
/bin/ld: cannot find /usr/lib/libpthread_nonshared.a
collect2: error: ld returned 1 exit status
genclntsh: Failed to link libclntsh.so.11.1
/bin/ld: cannot find crti.o: No such file or directory
/bin/ld: skipping incompatible /usr/lib/gcc/x86_64-redhat-linux/4.8.5/libgcc_s.so when searching for -lgcc_s
/bin/ld: cannot find -lgcc_s
/bin/ld: cannot find /usr/lib/libc_nonshared.a
collect2: error: ld returned 1 exit status
 

Complete stack shows this:

- There was no problem seen while installing/configuring Web tier

- Running genclntsh from ORACLE_HOME/bin shows similar errors

$ ./genclntsh
/bin/ld: cannot find crti.o: No such file or directory
/bin/ld: cannot find /usr/lib/libpthread_nonshared.a
collect2: error: ld returned 1 exit status
genclntsh: Failed to link libclntsh.so.11.1
