In some cases, after applying WebCenter Sites 12.2.1.3 Patch 1 (Patch 27562268), sitespatchsetup produces the following error:

"Error! One or more properties in the property file (wcs_properties_bootstrap.ini) were found invalid."

Apply WebCenter Sites 12.2.1.3 Patch 1 (Patch 27562268).
