Oracle Identity Governance (OIG) 12c: Oracle Identity Manager (OIM) - Active Directory (AD) Communication Is Failing After OIM 12c Upgrade with "SSLHandshakeException" (Doc ID 2451046.1)

Symptoms

OIM - AD Communication is failing after upgrade to OIM 12.2.1.3.  Moved Java Keystore (JKS) files in to new 12.2.1.3 location and WebLogic has been upgraded to point to new JKS.

And are experiencing an SSLHandshakeException when updating AD target from OIM.  Note that all required AD certs are in place and Secure Sockets Layer (SSL) was working well before upgrade:
