APEX 18 Application with Downloaded Image Does Not Display In Internet Explorer 11 (Doc ID 2451498.1)

Symptoms

ACTUAL BEHAVIOR
---------------
Upgraded to APEX 18.1 and the custom images downloaded from a table in an application do not display in IE 11 only

EXPECTED BEHAVIOR
-----------------------
See the images as they display without issue in other browsers like FF, Chrome or Edge

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Upgrade to APEX 18.1
2. Use ORDS 17 to access APEX
3. Run your custom application in IE and Chrome, the images do not display in IE only

Changes

 Upgraded to the latest APEX version.
