WebLogic Administration Server Reports 'Too Many Open Files' Message on Enterprise Manager Fusion Middleware Control(fmwc) (Doc ID 2451710.1)

Symptoms

When using FMW 12.2.1.3, 'Too Many Open Files' messages are shown in the logs for "em" application and even Enterprise Manager Fusion Middleware Control(fmwc) reports a 'Too Many Open Files' message.

Admin Server logs shows this:

[2018-09-04T05:41:40.846+00:00] [AdminServer] [WARNING] [LIBOVD-40067] [oracle.ods.virtualization.engine.backend.jndi.UAA3Authenticator] [tid: LibOVD Timer] [userId: <username>] [ec: xxx] [APP: em] [partition-name: DOMAIN] [tenant-name: GLOBAL] Server HOSTNAME:3,268 is down (encountered exception is Too many open files). But it is the only server configured, thus keep it alive.
